Our corporate team delivers effective and efficient corporate enabling services including Finance, Property, Consular and Passports, HR, ICT, Security, Protocol and Work Health & Safety (WHS). The team manages budgets, provides support services to all local and diplomatic staff, establishes and manages contracts, and provide high level consular and passport services to Australians in Vanuatu. The corporate team supports the work of the Development, Political, Economic and Communications teams at the High Commission.

About the position
The Finance Officer works under general direction as part of the Australian High Commission’s corporate team to support the delivery of high quality and efficient finance and administration enabling services within the High Commission. You will have responsibilities for supporting financial management and reporting (budget, performance and quality) and prepare high-quality budget monitoring, analysis and support the management of supplier contracts. The role requires accountability for coordination and prioritisation and completion of tasks under key responsibilities.
The key responsibilities of the position include, but are not limited to:
- Support the management of preparation of budget plans, monitor and analyse expenditure, prepare budget forecasts, prepare requests for budget supplementation and provide regular budget reports
- Assist with financial aspects of the High Commission’s Capital Management, Asset Replacement Plans and Asset Register.
- Assist with financial and contract management – including expenditure tracking, budget estimates, certifying payments, contract administration, and updated record keeping.
- Coordinate the accounts payable and receivable functions in accordance with relevant legislation, policies and procedures.
- Support management to ensure the High Commission is up to date with all departmental and Australian Government policies and procedures with particular reference to the Public, Governance, Performance and Accountability (PGPA) Act.
- Support the roll-out financial management related projects including those initiated DFAT Canberra and Post, including providing user training and support.
- Establish, develop and strengthen strategic working relationships with a range of key stakeholders including banking services providers, telecommunications, government agencies and local businesses/suppliers.
- Contribute to End of Month, End of Financial Year reporting, including Annual Reports relating to Fringe Benefits Tax and Asset in accordance with relevant policies and procedures.
- Support posts audit functions including responding to requests for information from DFAT Canberra and the Australian National Audit Office.
- Ensure compliance with all mandated business processes, including financial management, contract/agreement management, risk, fraud, procurement, and quality assurance.
- Other duties as required including being a part of the post disaster response team in the event of crisis.
Qualifications/Experience
- Relevant tertiary qualifications or professional experience in finance and related administrative roles.
- Demonstrated ability to develop and maintain relationships with internal and external stakeholders.
- Demonstrated judgment, problem solving and skills in prioritising work including the ability to work proactively in a small multi-disciplined office.
- Proficiency in Microsoft Office and willingness to learn DFAT-specific software programs
- Strong communication and interpersonal skills in written and spoken English and Bislama, with the ability to maintain confidentiality.

About the position
Under direction, the Reception and Administrative Officer manages the reception area and front-desk duties. They provide general support to the efficient operations of the corporate section for the Australian High Commission in Port Vila.
The key responsibilities of the position include, but are not limited to
- Undertake reception duties, monitor the switchboard, receive visitors, and maintain telephone directories
- Maintain the Australian High Commission contact databases
- Liaise with the general public and respond to routine requests for information from internal and external clients
- Facilitate appropriate entry for visitors in accordance with security guidelines
- Maintain public information and the appearance of the public entrance space
- As a sub-cashier, receive passport and consular payments
- Undertake other duties as directed, including assisting with human resources processes and projects, high-level visits and crisis response.
Qualifications/Experience
- Tertiary qualifications or at least two years’ professional experience in an administration role.
- Demonstrated high level representational and/or client services experience.
- Demonstrated judgment, problem solving and skills in prioritising work including the ability to work proactively in a small multi-disciplined office.
- Well versed in Microsoft office suite, particularly Excel and data management.
- Strong communication and interpersonal skills in written and spoken English and Bislama, with the ability to maintain confidentiality.
